Davao City is taking a leap into the future of public service with a pioneering blockchain pilot powered by the Internet Computer Protocol (ICP). Along with Sir Jun Barber from LGU Davao, the city is shifting essential records—from tax collections to permit issuances—onto a secure, unchangeable blockchain that promises to boost transparency and accountability across government operations.

Officials involved in the initiative assert that by recording every transaction on-chain, Davao City can create a tamper-proof record system that not only curbs corruption but also boosts overall efficiency. 

“I think incorporating blockchain to ensure, like you mentioned, traceability of these agricultural products, the supply chain transparency, we could definitely reduce fraud, and we could see and address some inefficiencies in the operation,” said Sir Jun Barber during a recent panel discussion on an ICP Hub Ph X Space

The system’s transparency is expected to enhance citizen trust, as residents will be able to verify transactions in real-time, thus reducing the opportunity for data manipulation.

In the report Introduction to Blockchain for Local Government, blockchain is presented as a transformative tool for local governance, offering an immutable, transparent ledger that secures sensitive data, cuts administrative costs, and builds citizen trust through real-time verifiability.

Estonia has long been a leader in digital governance, integrating blockchain technology into its e-government system through its X-Road platform. This system securely logs changes to public records like health data and registries, ensuring transparency and reducing fraud. 

Similarly, Dubai’s ambitious blockchain strategy has successfully transformed public services, with implementations in land registration and digital identity management that streamline processes.

Singapore’s Project Ubin further demonstrates blockchain’s potential by improving financial transactions and trade finance through faster, more secure interbank settlements. These global examples underscore how blockchain can enhance efficiency, data security, and trust in public administration—a model that Davao City’s ICP pilot project aims to replicate by moving critical government records onto an immutable blockchain platform.

Early indicators suggest that when government data is stored on an immutable ledger, the risk of corruption is significantly diminished—a key benefit that local officials are keen to replicate on a broader scale.

A blueprint for global innovation

While the primary focus remains on serving Davao City’s residents, experts note that this initiative could serve as a blueprint for other cities and even nations looking to modernize their public services. Similar projects around the world—from Estonia’s digital government model to pilot programs in Singapore—underscore the potential for blockchain technology to revolutionize public administration.

Local government leaders are confident that this move not only positions Davao City as a trailblazer in digital governance but also lays the groundwork for scalable solutions that can be adopted globally. By embracing a technology-driven approach, Davao City is setting an example of how digital transformation can lead to more accountable, efficient, and citizen-centric governance.
